Troubleshooting of switch mode power supply

Hello Friends Hope all of you are in good health..Here I have a question regarding my power supply..

First Time when it is powered up it was showing 17Vdc instead of 24Vdc.  Now the behaviour changed that is it will turn on as mains ON but turned off just after some moments and when mains OFF it repeated the same way.
