is there a locking device on the tiny connectors that activate my exercise bike monitor. They won't stay connected and, once I finish the assembly, they will be inside the handlebar post, so not accessible. Should I use electrical tape? I don't know if the little plast icwings are locks and am afraid of breaking them.

The thing that will hold the connector mated, is the latch. If you press at the green arrow direction, then the latch will lift slightly (yellow arrow). That's used to unlatch.
When you push the connectors together, the yellow end will slightly lift and then latch on, using the springiness in the plastic lever. It should be able to easily handle the vibration from the bike, otherwise the manufacturer would use a different connector (e.g. a screwed connector). Once it is latched on, you can test by trying to lightly tug apart the two connectors, and they won't come apart, unless you press at that green arrow direction.
If you really are concerned that it will come apart, then there's no harm using a bit of tape of course, provided the tape is not on so tight as to unlatch at that green arrow location. Personally I would not use electrical tape because it leaves a sticky mess.
The items marked in blue are unrelated. They are used for panel mounting. Sometimes manufacturers use such connectors with no intention for them to be mounted in a panel, i.e. if the user instructions do not indicate any fitting into a panel, then you can ignore the blue items. They serve no other purpose.
