Question

Supplier said it ordered from element14, but the goods don't have dielectric pad on contacts, is it ok to use?

I think the connectors will work. These are vertically mounted connectors. Don't push the connector all the way into the PCB ( Chances of shorting between pins ), leave a small gap. 
 What I can see is that the black part missing is acting like a spacer. If it's a production ready design facing costumers then I would recommend don't use these connectors, If it's some kinda hobby project use it carefully.
