Please check the specific import/export classifications and tariff details as it is country and equipment dependent.
Much too soon to give you a good answer. It will depend on a great many things, about how the situation re. USA develops and the type of product and where the parts in it come from.
If you would make a device from mainly Chinese origin parts with today's tariff situation, you would pay a huge amount to bring the components in. But if you will sell 50% of the product you make in USA and the rest elsewhere it might make sense to manufacture in, for example, Japan and pay a 10% tariff to get the product into the USA.
The rules are changing every day - the only certainty is that nothing is certain.
If you have a choice, and are not based in the US, concentrate on other markets for while.
