I am currently making a design and I want to use PCA9617 as my level translators and I'd like to supply Vcc(a) and Vcc(b) with 3.3V on both sides as I do not have any other option of voltage available in my design, can this be possible?

Why do u need a level translator in this design , if you want same level on both sides .Plz be more specific.
I was gonna use it for testing some I2C devices but I have chosen to do a different design but thanks for your input! I apologize for not being so clear about it.

No, this should not be a problem. The supply voltages for both sides can be freely chosen from the respective ranges (as stated in the data sheet), so they can also be equal. (Or even be connected together, although then the level translator doesn't make sense)
