This is possible with a video decoder ic, and Philips used to have several popular ones, like SAA7134 that are possibly still
available from ebay for example.
It is possible to glean information on how to use the ic by searching google for Linux source code (these ics were used
in some TV cards, etc., if I remember correctly, which people got working on Linux with their own drivers).
I have not used this ic before.
If you want an off-the-shelf method, then there are capture cards that interface via Ethernet for example, to a PC.
EDIT: Just noticed TI seem to have some video decoder ics too on their website.
