If you don't know much electronics theory or don't have hands on experience a good book to start with is Make:Electronics available at Amazon.com.
The book referenced above recommends non-autoranging multimeters like the Amprobe 5XP-A, BK Precision 2704-B (the C version is less expensive for some reason), or the Extech EX410. At this point in time you will not be buying a super OLED display with these low cost meters but the LCD displays will work just fine.
If you want a couple of years worth of Elektor Magazines; visit Pololu.com and add as many as you want to an order with the lego adapters which are about $3 + about $16 shipping on 16 issues. They say to order as many as you want; so just do it.
What kind of software did you have in mind? If you want to use Arduino platforms you can download the IDE at arduino.cc. There appears to be a simulator for the arduino floating about also. good luck.
