Join the Arduino and Robotic groups. There are lots of tutorials and knowledgeable people who can help you learn.

Try find a kit if you are a beginner, I learned a lot from the Parallax Boe-bot kit when I got it a few years ago.
There should be similar Arduino kits avaiable, pick one that looks interesting to you...
