I built a toy to shoot soft spongy discs a while back and was impressed with the repeat ability of the outcome.
It was simply a motor spinning a remote control car wheel (orange disc below). the green disc is fed into the spinning wheel the wheel accelerates it forward through the low friction guild channel (blue).
The disc leaves the channel spinning this spin made the discs float like a frizby does, this float at the end of the trajectory is probably your best bet at plopping one disc on top of another.
One final thought, if you consider a frizby: when it is thrown flat, parallel to the ground, it has that float at the end of the trajectory, but if its thrown skew it dives down hard, this may be a nice option for knocking off opponents discs.
