I think for you to get assistance with your project you would need to give a lot more information than you have currently supplied. Other than a circuit diagram which I assume you have found somewhere rather than creating yourself, you haven't given any details on what the required function of the irrigation system is and what is required to be presented on the display, how the user would interact with it to control the system etc. Where did the schematic come from? Are you sure that is meets your requirements?

I think you have unrealistic expectations with regards to what you will receive based upon what you have asked, even if you had supplied enough information to make it possible. Why would people spend their time to designing you a PCB and writing the PIC code to operate your irrigation system and just give it to you based on a 3 sentence post on a forum? We don't know you, your background, what the intended purpose for this is, etc. Why should we invest our time in doing your work?
You would have a much better chance of getting assistance if you were trying to do this yourself and asking for help when you were stuck with something but to expect people will just do your design for you for free is naive.

I agree, nobody is ever going to just do a project for you. You havent even included what IC1 and IC2 are. Sure you hinted that IC2 was a PIC micro but which one?
Im going to assume that IC1 is a water level indicator, if you hunted for one that just switched an output on/off depending on the water level then you wouldnt need the PIC micro and the LCD display at all. Just connect its output through to T1 (possibly using a 555 timer to run the pump a little bit longer to add some additional threshhold).
