802.15.4 RF products meet your needs but you don't need ZigBee compatibility ?

MiWi is a royalty free protocole running on Microchip 802.15.4 transceivers.

It is simpler and can run on all various PIC families including PIC16.

802.15.5 looks like an inherently wide band technology. Sub 1GHz needs better bandwidth utilisation.
Take a look at some of the commonly available VHF, 433, 458 and 869MHz modules
(I must admit personal bias: I work for these guys www.radiometrix.com)

802.15.4 actually has a sub-1ghz specification. Right now, I think that Atmel is the only one offering chips in that band, though. I do agree that the sub GHZ needs more products because the propagation characteristics of 2.4GHz are bad.
