Seems close enough for government work. 
For a 32GB volume, FAT32 has 0.1% overhead and NTFS typically has 1% for the MFT. The cluster size will be twice for FAT32, unless you format with DOS where it is four times.
However, NTFS will suffer severe fragmentation if usage exceeds 90%. My Source.
