I am looking for some other point of views on how to solve this problem. A horizontal load in the water is connected to a rope frame by a clip that is manually unclipped/released in order to get reel the rope in on a boat. I am searching for some kind of signal, maybe ultra sonic signal, that will tell the mechanical latch to release while being perhaps 10-15 meters away. If you have any questions, let's discuss it below.

An acoustic signal would be your best solution.

Sound travels well underwater and you would need only a minimum signal strength to cover the distances you mentioned.

You can use a low power design to control the clamp, you will just need to make sure everything stays dry.

Could you attach a float to the clamp?

If so, you could keep the electronics above water and only send down the clamp release signals.

An above water solution would also open up a laser or RF trigger option.
