Apply button not visible

I tried to apply for the FPGA design challenge, however, the button for submitting and application is not visible on the page. I tried refreshing the page, still not helping.

I believe our usual practice is to set the closing time for applications to be the date we choose, and then 11:59pm local Chicago time (where one of our offices is based), so I would think the applications should be open for everyone at this moment? Let me check on this!
