Can you make a controller which can work on xbox 360, xbox 1, ps 3 , ps 4 and also pc like a universal controller to consoles

I am not sure if it is possible to create a "controller" that can go cross-platform however there is the Titan One.
The Titan One allows you to use Keyboard/ Mouse, Xbox 360, Xbox one, Wii Remote, Wii U Pro, Ps3, Ps4, etc controllers on any console, albeit the crossover support for PS4 is currently limited. Titan One for Playstation 4 / PS4, Xbox One, Xbox 360 & Playstation 3 / PS3
