I used a dremel and a perf board as a template to line up the drill. If you are talking about using dc motors to move the gantry system i would shy away from that as you would most likely need some sort of feedback to tell the controller how far it moved. I have been putting some thought into a gantry system for a dvd burner laser I'm working on and was thinking a ramps kit would be a good controller as its fairly cheap and comes with steppers. I have a bunch of old okidata dot matrix priters i was going to use for the slides, they have thick slides and bearings pressed in blocks with threaded holes.
I ordered a micro drill press that holds a dremel tool. They can be had for about $25 on E-Bay plus the cost of the Dremel. There are small drill bits for it and you simply put the board up on the tool and drill the holes.

hello samuel, actually i dont want to use cnc router because its expensive and there are many hobbyists who cant spend much money, so please provide any resource regarding a pcb drill machine
A computer controlled PCB drilling machine is just a CNC router. Ben has made one of these in the past.
