The Raspberry PI is a mini computer running Linux, capable of controlling and receiving different signals trough it's I/O ports, the possibilities are endless.
So to answer your question, yes, it is possible to make a tablet using a Raspberry PI, of course, it would be limited by the hardware, but it would be capable of running Raspbian (a version of Debian made for the Raspberry PI: FrontPage - Raspbian ) So all the functions of a tablet would be there.
In addition, you would need some kind of touch screen, you can make your own, as well as buy one like this one: DIY Monitor for Raspberry Pi HDMI VGA 2AV LCD Driver 7" AT070TN92 Touch Screen | eBay
Using the Composite out, you can connect virtually any screen you want.

...but you will never be able to get it as flat as a 'real' tablet! If you need that, than you'd need to design your own board, and then you can better start off with a design that is open source, such as BBB or Olinuxino...
