The Raspberry PI is a mini computer running Linux, capable of controlling and receiving different signals trough it's I/O ports, the possibilities are endless.
So to answer your question, yes, it is possible to make a tablet using a Raspberry PI, of course, it would be limited by the hardware, but it would be capable of running Raspbian (a version of Debian made for the Raspberry PI: FrontPage - Raspbian ) So all the functions of a tablet would be there.
In addition, you would need some kind of touch screen, you can make your own, as well as buy one like this one: DIY Monitor for Raspberry Pi HDMI VGA 2AV LCD Driver 7" AT070TN92 Touch Screen | eBay
Using the Composite out, you can connect virtually any screen you want.

...but you will never be able to get it as flat as a 'real' tablet! If you need that, than you'd need to design your own board, and then you can better start off with a design that is open source, such as BBB or Olinuxino...
Well... unsoldering the big "unnecessary" components of the RasPI and the LCD driver board is always an option, Ben Heck has en episode in which he does exactly that to make it as flat as possible. If you get a bigger screen both boards would fit in nicely behind the LCD.... but always remember to leave space for wires... that's always important.

even if u get the screen how will get the keyboard running i dont think there is a on screen keyboard in debian

The big challenge is the LCD. Everything either a custom 10" LCD for a tablet, or a 50" television.

Love your work. And yes, i guess the big challenge would be the LCD, but now that specially made LCDs' for the RapPi exist, it ain't much of a challenge. Software for the on-screen keyboard can be found, after all, it is debian we're talking about.
Talking of such projects... ever had the idea of making a wrist computer using the RaspPi? Something similar to the PipBoy 3000 in Fallout 3, it would make a heck of an episode for, TBHS, haha.

The on screen keyboard software can be found in the Accessibilty area in aptitude software installation program. It runs under most windows managers (EI: KDE Gnome and others).
