In my project, I convert my face into a glowing menacing ghoul. I use yellow florescent face paint in an air brush to give my face an overall glow. I then use more florescent paint to indicate veins and arteries.
I put on a custom made gorget that includes three ultraviolet LEDs in 3-D printed projectors bases. These are wired to a AA battery holder built into the underside of the gorget. The ultraviolet LED provide the illumination to make me glow in the dark. The gorget is laser etched with runes to enhance the effect.
Notice the use of sunglasses, these serve two purposes. 1) keep the paint out of eyes during application 2) protect my eyes from the nearby UV LEDs.
