Apart from following the rules and guidelines for a submission, is there anything special that has to be done? I created a blog entry by clicking on “submit an entry” from the theme page, but it’s not clear if it’s in or not. Other entries seem to have a project14 banner with ‘submit an entry’ links and my post is bereft of such decoration. I’d hate to miss the deadline by failing to do something!

"Submit an entry" is the proper way to do it. It looks like you did everything correctly. Your entry shows "diytestinstrumentationch" in the tags and it also shows up in the project entry list.
I don't think it makes a difference to project entry but to display the entry banner make sure to select the entry location as "DIY Test Instrumentation" instead of "Your personal blog" as shown below.
Tariq will pick it up when he summarizes project entries but if you don't see that happen then just ping him.
