I would like to learn more about EMI and EMC PCB guidelines..More like clearances, Isolation slits between signals etc.. Since more reliable papers on the same are not free and we students dont have a situation for paying for each and every document.

One of the best sources of this information are publications and books from Henry Ott, Eric Bogatin, Howard Johnson, Bruce Archambeault, Lee Ritchey and others in this specialty. Although many are not free is it very worthwhile to save up your pennies and get a copy of their books.
What they all say is that there are no "Rules of Thumb" and Maxwell's equations rule!!!
I assume you mean Schmitt trigger.
This is a comparator with hysteresis inputs for noise rejection.
