Dear sirs and mams.
Does anyone have any suggestions for the NooElec R820T SDR & DVB-T software setup procedures for the first time user?

Hi Mark,
What do you want to do with it? Do you want to use it as an SDR radio receiver? If so, I suggest getting started with SDRSharp (SDR#). See some instructions http://rtlsdr.org/softwarewindows
Otherwise, you might be interested in decoding aircraft positions and plotting them - in which case, check out ADSB# (or rtl1090, or dump1090 for linux users) and ADSBScope (ADS-B with RTL-2832 based USB TV dongles made easy! | Gough's Tech Zone)
Maybe you want to watch TV? Well if you're in America, you're out of luck because the tuner doesn't support ATSC digital used in the US. But if you're in a DVB-T country, you can use the software on the provided CD, or you can try using other DVB tuning software like ProgDVB.
I've done some random testing and experimenting with RTL2832 Tuners, rtl2832 | Gough's Tech Zone, but you might be able to find some things to do with it on rtl-sdr.com

Hello everyone. I also have this dongle and would like to watch DVB-T TV with it but I can't seem to find any software that works with it... Could anyone link me to a piece of software that is compatible and would let me watch TV with this dongle?
Thanks!
Nik

If running on Windows, you will need to have the Realtek drivers installed (not Zadig/Libusb.org). Then any BDA compatible tuning software can be used - for example VLC (using the Open Capture Device option and configuring appropriately), ProgDVB (using the BDA input filter), AltDVB, DVB Dream, etc.
If running on Linux, ensure that a V4L2 driver is available and the rtl283x kernel module is installed. Then you can use VLC, mumudvb, dvblast, etc as the tuning software.
As far as I know, originally these types of dongles shipped with either BlazeVideo, MagicPVR, or Arcsoft Total Media Theatre depending on the OEM.
