    Are you trying to:

    1. determine the logic of a traffic light
    2. determine the full ladder logic diagram of a traffic light
    3. implement traffic light logic in pseudo code
    4. determine both the ladder logic of a traffic light and the corresponding pseudo code
    5. learn ladder logic
    6. learn pseudo code
    7. learn how to convert ladder logic to pseudo code
    8. learn how to convert pseudo code to ladder logic
    9. make a traffic light with a microcontroller
    10. other

The answers to most of these questions require enough information to fill a small book, so it is important to specify exactly what you are trying to accomplish, what you already know and what information you are missing. It is also useful to know why you need this information as it may require significant motivation to do the work required to provide this much information.

There is a 6-part introductory series to programming PLCs available here which includes an introduction to ladder logic.

It is based around the Rockwell MicroLogix 1000 PLC controller and you can download the 'RSLogix Micro Starter Lite' programming environment from here:

    Rockwell Automation MicroLogix Controller Downloads

which will allow you to follow along and to hopefully allow you to program and test your traffic light assignment.
