I'm ashamed to say that I recently discovered this as well.
I had noticed that members were trying to get in touch with me off-site via email, LinkedIn, etc. Little did I know at time, there is a rather hidden option in your profile settings (shown below):
If the user you are trying to message has this set to anything other than "Everyone", you may have limited options for contacting them. Seeing as I was tripped up by this as well, may I ask if the user you're trying to contact is a part of the Element14 Staff? I can always pass along the message for you, if so.

It's the default that both people have to 'allow' and 'permit' messaging, you do this by going to the user's profile and clicking 'connect' when you have the 'allow private messages from' set to 'friends only'. You'll have to add them as a friend.
Both the sender and the recipient have to connect when they're standard members on the site.
As srutledge has mentioned, you can enable everyone to message you by default, but that has to also be done by both parties. It sounds like you have that set to 'everyone' but the other person does not.
