Problem creating content: Rich Text Editor takes 24+ seconds to load or doesn't load fully

Currently there's an intermittent problem with the site where creating content fails to load the rich text editor. It takes 24+ seconds to load as it's hung up / delayed or waiting.

For example:

Is missing this:

This has been reported to the site admin team, and may be a problem that happens sometimes, but not always.

It may affect more content than in the screenshot.
