I didn't even realise you could layout a PCB in Fritzing, but it seems you can. This Hackaday article gives a run down of using it. You can probably tell from the title, they weren't a fan compared to the alternatives. The series gave a nice overview of the available tools.

I came across HorizonEDA recently. I wanted to like it, and decided to try using it for a very simple board. It still feels very beta and I didn't get far though.
