Do you already have LED dot matrix components (like 5x7 or 8x8) or do you have a part that is 70x50?

50x70 is bigger than most DIY LED matrixes I've seen (3, 500 LEDs). It would probably be difficult (or at least very time consuming) to wire manually like NerdKits does in their project. I think you'd probably have to integrate many separate LED dot matrix displays. Hopefully you'll be able to find some for cheap on ebay or some surplus provider.
I'm curious though - what is your application that you need such a large LED matrix? What sort of budget do you have for the project?

I've used multiple 5x7 LED dot matrix arrays before to construct an LED ticker. Here an example of a 2" 5x7 module:
It's $3.25 each. For 50x70, you'd need a 100 of these. Theres is a price break at $100, so it would be $2.75 each or $275 total. That is more expensive than buying 3,500 LEDs but you don't have to worry about manual assembling.
These modules are 53.1 mm x 37.8 mm, so 100 would yield 5.31 m by 3.79 m. So for my non-metric mind, that is about 17' x 12'.

53.1 * 10 = 531mm
37.8 * 10 = 378mm
20.9" x 14.9" so at least he won't need truck !
It's still quite a challenge - if all 3500 are lit up with 10mA the total current is 35A.
It will need a lot of drivers (75) capable of switching at least 5A (or perhaps 57 switching 7A depending on how the 5x7 modules are connected inside).
If it was needed to be bright then you might want 5x that current !

Good point about driving the array.
In regards to size, 20" x 15" probably isn't big enough for a road sign. I think LED dot matrix modules with bigger dot size and overall dimensions would probably be needed. Knightbright offers up to 4" 5x7 modules:

I didn't find anything larger in browsing right now, and I'm not sure if that would be big enough for your application.
I will simplify the design, I need an array of LEDs at the top, and bottom of the plate need a way to draw an arrow to the left ← using LEDs.
The card will be 1m X 1.4 m more or less.
