It really depends on your experience, but Arduino has a pretty low technical entry point.
You may start with a Arduino Stater Kit such as :

Then check out the Arduino Playground for basics on topics such as Board Setup and Configuration:
NOTE: This will be going to Read-only at the end of December 2018
Then the Arduino Tutorial site:
