arduino not responding

Question

Hi,

My arduino apears to not respond, when I press the reset button the 13 pin light does not blink and when I try to upload a sketch shows the error "avrdude: stk500_getsync(): not in sync: resp=0x00", could this mean I have to upload the bootloader again or is this tipical of a chip malfunction on the arduino?, If anyone knows Id like to know please.

Well thanks for trying, Ill just dump the atmega and get another one to see if it works and if it does not Ill just have to modify all my projects to work with the RPI and dump 45 bucks to the trash, thanks anyways.
