Here is how to find the answer. In the drivers "data" directory, there is a ".mdd" file which indicates for which core it is intended to be used:
For the iic_v3_1 driver, the iic.mdd file indicates:
OPTION supported_peripherals = (axi_iic);
For the psiic_v3_0 driver, the psiic.mdd file indicates:
OPTION supported_peripherals = (ps7_iic psu_i2c);
In summary, the iic driver is intended to be used with the AXI_IIC core, the IIC controller implemented in the programmable logic.
Whereas the psiic driver is intended to be used with the Zynq-7000 or Zynq-UltraScale's built-in IIC controller's.
