The license voucher should have been included. I will PM you with instructions.

Hello Bryan,
No the box was without license voucher. I also purchased additional starter kit and also Jtag but without software i am unable to do anything.
Hi there,
Bryan stated he would PM you with instructions.
In the mean time, you can use this WITHOUT a license. The Vivado/SDK/PetaLinux portions are fine without a license. Unless you are using SDSoC you will not need this as the device on there falls under the WebPack licensing.
PLUS even if you WANT to use SDSoC, you can use that without a license for 30 days.
If you are moving to Vitis, you do not need that license either.

All Ultra96-V2 kits should include the voucher. While mistakes are rare, it can happen, so I have forwarded your information to our production team. The accessories like the JTAG/UART Pod, 4A Power Supply, and Click Mezzanine do not include license vouchers.
However, the SDSoC License Voucher is really only needed for SDSoC, which only applies to 2019.1 tools and earlier. You can generate a free Vivado WebPACK license which will cover the ZU3EG device on the Ultra96-V2 for any version of Xilinx tools. Additionally, Vitis 2019.2 now replaces SDSoC, and Vitis does not require a license.

Hello Bryan,
Thank you again for the help. I am trying to work on the project soon so i am trying to get on speed and i have purchased training courses on the https://www.hackster.io/ , in the training requirement, there is prerequisites of having SDSoC licence voucher. The kit I have is from 2018/2019 please see the attached. I am fairly new to FPGA and following the tutorial. The 30 days eval license you have provided me in the link wont be sufficient as the training requirement has indicated mandatory following:
Please do let me know if this helps. I can try with the vivado webpack link you provided but i am not sure if that will work with my training. As you guys are expert please advise and i will follow your instructions. Thank you very much.
The board you show is an Ultra96-V1, which we haven't sold for 2 years now. It will still work for the courses, but it's unusual for a missing license voucher to be reported >2 years after the kit shipped.
The licensing requirements for all 6 courses were summarized at Hackster. In terms of what licenses you will actually need, see below:
| Course | License Required |
|---|---|
| Developing Zynq UltraScale + MPSoC Software | none |
| Developing Zynq UltraScale + MPSoC Hardware | Vivado -- webPACK is fine |
| Integrating Sensors on Ultra96 with PetaLinux 2018.3 | none |
A Practical Guide to Getting Started with Xilinx SDSoC 2018.3 | SDSoC |
| Introduction to Deep Learning with Xilinx SoCs | Vivado -- webPACK is fine |
| Turbocharge Python with Ultra96 PYNQ | none |
You can do 5 of the 6 courses without the SDSoC license. You can even install the SDx version of the tools as specified in the instructions. Download and installation do not require a license, only operation. You can install the SDSoC license right before you are ready to do the SDSoC course.

Hi Bryan,
Thank you so much for detailed information and giving me a structure how to proceed.
The problem is I never got chance to work on FPGA. Now I have been involve with the project so started getting into FPGA world.
I can definitely get started with the above instructions but please do let me know if I can still get the license voucher? That would be a big relief.
