I've Avnet Ultrazed EV Carrier Card. In this card, when I power up the board, there is some delay on booting FPGA.
Why this problem can happen ? Can you help me.

It was like 2 sec in the beginning. But after a while, the boot up goes to 38 sec. I did not find the problem about this issue.
I don't know anything about FPGA load times, but did you increase the size of what it is loading?
It sounds a bit like my Windows computer - the boot just keeps getting longer as I add more functionality.
If booting from uSD card, try a new card. Also make sure to use a fast card.
I've noticed that the internal eMMC boots faster than the fastest SDCard I have. And the slowest card I have takes at least 30 seconds to boot.
The fastest I've seen it boot linux is around 10 seconds. I think that was for the fast SD Card and the eMMC, but I really didn't benchmark it, I was just paying attention to the kernel time stamps on boot.
If you are running bare metal you can boot much faster.
