Only 3.3V. In most cases these I/O pins are connected directly to the Zynq device. Based on the Zynq data sheet the max voltage on any PL I/O pin is: VCCO + 0.20V.

I made a custom carrier board and the QSPI does not seem to be working properly. This is interesting because nothing on my carrier touches the QSPI...
When probing some of the Reset lines, I notice that on the Avnet Carrier board, the SRST line drops to zero briefly (~1ms) after it finishes ramping on bootup.
For my carrier board, the SRST is not dropping down to zero briefly. I feel like this has something to do with the QSPI not working as it is the RST# line of the QSPI Chip U7 pin9

I am sorry, I said QSPI Chip U7 pin9 but I means Qspi Chip U7 pin A4.
How have you connected the PG_MODULE signal? Are all your power supplies coming up as expected?
