I'm using microzed, it is pretty working with JP3 jumper when I use JP3 and JP2 for SD it is not even power up.

I have seen strange behaviour when a MicroZed is not supplied sufficent power via the USB connection. If you have not tried a different USB port please do that. I would also try a different USB cable. It might be worth tring to power the MicroZed with a 'power only' usb connection (like a cell phone charger) to rule out the issue.
The only other explaination I can think of is a really odd hardware fault. You could also do a visual inspection of your board and make sure there is not something causing a short on the board related to the boot jumper area.
