I have the minized board but every time I'm using it the FPGA IC is warming up. I have just a Hello World programmed.
This is normal or there's a problem?
If it's a problem how can I fix it?

The chip will get warmer than room temperature, as with just about any electronics. The amount of temperature depends on your design. How much power is estimated for your design? Can you validate that by measuring it?
Do you have any idea to what temperature the chip is getting to?
If your design thermals require a heatsink, that is really up to your design and your packaging. You will need to calculate the theta-j value from the power estimates within Vivado.
