As title, I choose the default from system edition. however I didn't find anything installed under EDK/gnu for arm.
what I need is libxil and such to build fsbl. How to get those libraries?

Sounds like something went bad with your install. System Edition should get you something under EDK/gnu/arm. What OS are you using?

I have the same problem too, on a Linux Mint Olivia system. /bin/sh is set to bash (not dash).
Installing the toolchain manually from the Xilinx SDK package helps.
