You are correct, PicoZed does not come with a Vivado license.
The debug option you mention is the least expensive way I know of to obtain use of the Vivado Analyzer. The free WebPack version will allow you to generate working designs and is all you need if you can do without the Analyzer function.

Sometimes you can look for a SOM included in an Application Specific kit that may include a voucher for Vivado Design Edition. For example, the PicoZed Smart Vision Kit includes a PicoZed 7015 and a voucher for 7015-device loced Vivado Design Edition (along with the machine vision carrier and camera) for $595.00.
The MicroZed Eval Kit has Vivado Design Edition, locked to the 7010. Cost = $199.
The MicroZed Embedded Vision Dev Kit has Vivado DE, locked to 7020, cost = $549.
