RJ45 center tap connection?

I am curious why the VCC connection of the RJ45 connector was left floating? Did I misread the schematic (revD.2)? Assumption is that the RJ45 connector uses the VCC connection as a center tap voltage. In the XC7Z02, the RJ45 center tap (VCC) is tied to VCC_MIO (2.5V).

This is based on the requirements for the Marvell 88E1518 PHY Check out document MV-S301716-00A. The ZC702 uses a different PHY which does require the center tap to be connected.
