Failed installation because not windows 10. How can I get it to work with windows 7?
Sorry Win 10 is a requirement to get Visual Studio 2019... If you wish to try, look at https://www.quora.com/Does-Windows-7-support-Visual-Studio-2017 . But I will say upfront it may or may not get you what you need.

TAP driver can not work on Win7 ... or hard ... I can not run it
