The picture is low-res so it is not possible to tell much, but it has been disassembled because it is missing a screw (you can see white compound in the screw-hole). Perhaps it is scorched by a hot-air tool.
I think it is not worth the risk to be honest, looks like a bad repair.
I have seen this before on my own gpu, it was when I overclocked it and it overheated. Same spot as it is the reverse side of the board from the fan location. Luckly I didn't damage the gpu due to the software shutting it down, but it is something to be cautious about. Are you able to try it out before buying?

The pink rectangle is probably a connector/static protector. A couple of graphics boards I've bought recently had them although they were black not pink.
You are absolutely right about not buying this board. It has clear signs of overheating well beyond what is acceptable. While it may work now, the chances
of it dying before its time due to the increased stress on the GPU, PCB, and surrounding components from the overheating are greatly increased.
The card is a AMD Radeon R9 270x, 2 gb, 1 gh, GDDR5. Here in Canada, used start at $200 (130eu). I would be very cautious about buying it. They are a good card.

AAR like I said I'll wait for the next gen 4K monitors/TV's b/f upgrade the Graphics on my home-brew PC Gigabyte MoBo -AMD A10 processor w/ "cheapie" EVGA GeForce 210 graphics card. IDK I can upgrade the Graphics on my Intel NUC5i7RYH Compact PC. AAR2 in case you are interested, Even though the Public Deadline for Free Upgrade-Online From Win7/8/8.1 TO Win10 HAS PAST. One can still get an "iso?" Disc/Flash-Drive that is BOOTABLE , then do the upgrade OFFLINE. OF course you will have to still have a qualifying Product Key from an Upgrade-able Win7/8/8.1. You do not have to have in-hand, the install process will read it off your HDD. Go to microsoft.com get to mediacreat
Look for the ver.1511-to-ver.1607. I placed mine on an external Flash Drive. Booted from same FD (Flash Drive) on my daughter's old Acer Laptop (that had WIN10 ver 1511 AND ALL HER CRAP APPS). Was then able to a "Custom" install of Win10-32bit-Home. which left me w/ "virgin" Win10 Works Great.
