The lowest cost method I can think of is to use a PSoC 4 CY8CKIT-049 4xxx Prototyping Kit from Cypress Semiconductor connected to a HC05 Bluetooth module.(total cost is about $10)
For a solution where you don't need to program a microcontroller you could try a Bluetooth I/O Module OBI411 from connectBlue, but it will cost about $35.

There are lots of tutorials and examples you can check out online on how to use arduinos, including with bluetooth and reading analog voltages. There are even Bluetooth software libraries available for arduinos that do much of the work for you.
