What is the best way@ to control a whole house fan to run when the temperature outside is less than the temperature inside?

http://www.ti.com.cn/cn/lit/ds/symlink/lm135.pdf fig 32 hooked up to a snubbed or clamped SSR to run the fan. probably want to provision something to avoid chattering. make sure to shade outdoor sensor
