Exists ULP wich resize holes (pads) of certain component to some diameter?

There is no specific tool to do that. A lot of complaints, Eagle says in 6
they will enable to ability to change the pads on specific parts of a board
while working on the board. Now you have to update the package in the
library and then update the library to show the new size. There is a ulp to
size the holes in all the packages on a board wrote in message
