It's probably a good time to give a bit of history to the EAGLE forums.
I'm sure there are a lot of new people who don't know this history and how
this all works. I should put this into an FAQ somewhere... (I'm in no way
speaking for CadSoft, consider it a third-party outside view over the last
1.5 decades...)
Anyways, for decades CadSoft's official support forums have been using
NNTP. This was a great, generic bulletin board system for those who are
too young to know. It preceded the days of windowed OS's and was strictly
text based. Great system for what it was and still very useful for today.
There are NNTP clients (many free) for all OS's.
CadSoft has publicly stated that it wants to continue to keep the main
support system on the nntp platform for various reasons. There are many
who swear by the system and don't want to see change. But there is a whole
new generation who may not even know what a news client or nntp is. And to
make matters worse, many corporate environments are now starting to close
down port 119 on their networks which is the port that nntp uses. Finally,
it is now the defacto standard to have a support web forum. So while nntp
is still as good as it ever was there are other concerns and issues that
are now in the marketplace.
So a few years ago I decided that my company, Startford Digital, would
provide a web interface to the nntp servers. CadSoft was supportive and
provided some assistance in accessing their system. They just asked that
we be sure we aren't the cause of spam and that all the messages sync up
with the official nntp servers so that we still have one community to go to
for all answers.
EAGLE Central isn't perfect but it's pretty good and we're trying to make
it better all the time (albeit slowly since we have other money-making
things to do as well). In the last week we finally added mime-encoded
attachments which should now handle attachments in the most modern way
(they were uuencoded which does work but can be cumbersome).
Element14 came about after CadSoft was acquired by Farnell and they now
provide another web interface. (I won't trash it but I'm biased--I think
eaglecentral.ca is much better). But they've attempted to do what I did a
few years ago but in a different way.
So NNTP is still the main forum server and the web interfaces sync to it.
All that to give background to answer your question: Yes the web
interfaces could do something like you've suggested. But that won't
translate to the NNTP protocol so I'm not inclined to implement it (Element
14 may have a different idea).

Great to see mime attachements finally. By way of a test, perhaps Tilmann
could comment on how well it performs.
Element14 seems to be away off on its own. It still links to the Newsgroup,
but still doesn't pass through any attachments their users have
uploaded.(Element23 really)
Strangely, for an owner, their direction appears destined to splinter the
Eagle community. This may not be a bad thing. Initially the majority of
posts we have seen come through are from junior users of Eagle and perhaps
their requests are best fielded in the Element14 sandbox. They now have
discussion forums and forum topics that appear to be now prevented from
feeding the Newsgroup. I dont mind it going that way as it keeps most of the
excited beginner questions off the Newsgroup. Their site format will likely
garner increased Eagle customers from the newer generations.

IMHO the best way to "mark" a thread as answered is to reply to the last
poster and thank all posters for their help.
If all this solved a tricky problem, it is also very welcome if you
summarize the way you solved it in a post with "[solved]" prepended to
the subject. This will help future searchers for the same problem.

From James' tests I saw in the test newsgroup, it seems to work
perfectly fine now. This is a great step forward.
