In old MS-DOS times, that font (plus several others) was shipped with
all of Borland's "Turbo" compilers (which I think is the reason why
CadSoft uses that font).
Self-programmed software could ship these fonts royalty-free together
with Borland's BGI drivers etc. I do NOT know about the licenses for
these old files nowadays...

As a matter of fact, I've created a ULP that makes the old Turbo Pascal
fonts (there are ten) available in EAGLE. In order to be legally able to
ship them with the ULP, I also have created a small EXE program that
makes use of them. This is just a dummy program and NOT necessary for
the ULP function.
If you're interested in that stuff, send me your e-mail address, so I
can send the files to you (100kB packed, so too large for this forum).
Legal issues: For me, as the creator of the above mentioned dummy EXE
program, it's perfectly legal to distribute the fonts with the EXE file.
It is quite probable that YOU, not being the programmer of the EXE file,
can NOT legally distribute those font files and do what you want with
them. Perhaps the Borland guys have put these files in the public domain
in the meantime, but I just don't know...
