With some larger projects, I'll run the auto router with all optimization
turned off, simply to get a feel for part placement. If the auto router
cannot route 100% of the nets, I don't want to waste the extra time
attempting to optimize something that I need to change.
I found that if I then enable the optimizers, and run the auto router once
again, nothing changes - I suspect because the auto router no longer knows
about the vias - (shows VIAS: 0)
Can I do what I am attempting to do?

Might want to take a look at http://freerouting.net/ -- their router can
import & export to eagle, and it does a way better job than eagle's
autorouter in my experience with some small boards. Still not perfect,
and some cases you will still want to do it by hand.
