Several independently placeable package footprints ?

Is there a way to create a single device that has several independently

placeable package footprints ?

 

e.g.

I want to create a new library part for the LUXEON Star/O

This is a LED and a lens, mounted on a metal heat-sink plate. There are

SMT style solder pads on the top of the device, but these would not be

directly accessible to the board routing.

 

I want to place drilled solder pads and connect to the LED using wires,

but I don't want to fix the position of the drilled pads relative to the

LED module.

 

I'm working around it at the moment, by using two solder pads with a

loose i.e. disconnected luxeon LED device on the schematic just there to

occupy space on the board.
