If I'm not mistaken, those are from Mentor Graphics PADS. In PADS Layout
(or PADS Logic, for that matter) you can go to the Help menu, then
Interface Specifications -> Library ASCII Specification. That will open
a PDF document describing the library file spec. I'm only loosely
familiar with ULP, but you could probably write a ULP or even a Basic
script within PADS itself to generate an EAGLE Script, which would
re-create those parts within EAGLE.
