I'm a n00b at Eagle, and I'm still working on one of my first boards.
Anyway, I'm trying to render a board to PovRay, but it needs a board
outline. I didn't create it in the schematic, so it doesn't already
have one. How do I add it?

You create it in the board editor, not the schematic.
Just draw it on layer 20 (dimension) with the "wire" tool.

I see that layer 20 info gets written to the top side silkscreen
gerbers in the CAM processor. However, what do you do if you are
making a "bare-bones PCB" board using Advanced Circuits in Colorado?
Such a board does not have a silkscreen layer. It takes only a top
and bottom solder layer and the drill file, of course. In that case I
often draw an outline using top and bottom copper wires. But even
then Advanced Circuits does not always trim the board where I want it,
even when I tell them explicitly in the instructions. Maybe I should
just send them the Eagle file instead of the gerbers and let them sort
it out.
