No, but there's no reason you couldn't make one. Or you could use a test
point. That will create an object on the board, but it could be just a
tiny copper dot, which is hardly a major issue.

Yes, I've had that. In one specific case (a thermocouple amplifier) that
has pins for two "unused" resistors, I just put the resistors on the
schematic with a value of "do not fit".
However, you should be aware that Eagle normally only complains about
pins that are marked on the library component so as to suggest that it's
probably bad practice to leave them floating. If the pin is explicitly
marked as an output, Eagle won't usually object. If it's an input then
it shouldn't be left floating.
